Jane Wellman, Executive Director
Jane Wellman is widely recognized for her work in public policy and higher education, at both the state and federal levels, with particular expertise in state fiscal policy; cost analysis; strategic planning; state and federal regulation of higher education; accountability metrics and performance reporting; and quality control including accreditation.  Since 1995 she has been a Senior Associate with the Institute for Higher Education Policy in Washington, D.C., and is a member of the Association of Governing Boards Consulting Services. 

Donna Desrochers, Director of Economic and Education Research
Donna Desrochers has spent more than a decade conducting research on education and the economy.  She has authored numerous reports examining the impact of economic change on education and skill requirements, and its effect on current education reform efforts from preschool through higher education. Prior to joining the Delta Cost Project, Donna was Vice President and Director of Education Studies at the Committee for Economic Development and also served as Director of Public Policy Research/Senior Economist at Educational Testing Service.

Colleen Lenihan, Research Analyst
Colleen Lenihan is starting out her career in higher education research and analysis at the Delta Cost Project. She received her B.A. in Sociology and English from the University of Maryland, College Park and her M.S. Ed in Educational Policy from the Graduate School of Education at the University of Pennsylvania.  Colleen's research interests are centered around issues of access, equity, and productivity, as well as improving the quality of data available to inform higher education policy and practice.
